A lot of people around ask for mockups before they can award the project. This often happens on Freelance bidding websites. Beware of such demands. 2 years back I have experienced the bitter side of these mockups. They will lure you with a potential project that you can work on IF you can give them a beautiful mockup. It has been a long long time since IE6 was introduced. It was introduced in the year 2001. So, that makes it a Eigth year old internet browser. The web designing community knows what a pain is IE6 in the butt with its misbehavior towards CSS, javascript and so on.
